What if there was another "terrorist attack" on the USA and Bush declared marshal law and declared himself

At least if Bush were in that position, he would be too principled to take advantage of it.  I'm not so sure about some others.

In 8 months and 9 days a new President will be inaugurated.

"If" there is a terrorist attack in the United States and President Bush tries to declare martial law and try to become the permanent President he will face a backlash from the Judicial and Legislative branches of the federal government which will not make that possible.

As every day passes he has less and less support in the Hous and Senate.  Republicans won't support him just because he is a Republican.  For example, there are 33 Republican U.S. Senators who care more about trying to get re-elected this Fall then supporting President Bush.  202 of the 435 members of the U.S. House of Representatives are Republican.  If not all then most of them care more about trying to get re-elected this Fall then supporting President Bush.

Bush would be censured, impeached or even arrested if he tried to seize power like that.  There would also be division within the armed forces as to following what they felt were illegal orders.

If Vice President Cheney tried the same thing then the same thing would happen to hi as well.

That would leave Speaker of the House Nancy Pelosi as the President.

Many Anti-Bush or Anti-Republican people feel that they have a sinister fascist agenda and that it will be easy for them to seize power like that.  Let's not forget that there is an amazing amount of bureaucracy in our government and that no matter how easy and normal any task should be it takes longer when it has to go through any level of government in the U.S.

If President Bush hasn't done it by now then as every day passes it becomes less and less likely to happen.

The terrorist will not attack us again, until a dem is in the Whitehouse.  They know the Conservative Republicans will fight back, and that the Libs will not.

He can't declare martial law. The Posse Comitatus Act of 1878 prohibits him from doing so. He can't even send Federal troops into an area after a natural disaster until such time as the Governor of that state certifies in writing that the situation is beyond the capability of local forces and Federal assistance is needed.
