What if we reflect light back?

I'm from the tropics.. Just wondering if we were to use white coverings on the land, if light and by extension heat, would be reflected out into the atmosphere and cool things down or if it would be reflected to other places on the Earth and possibly speed up the melting of the Artic even more.

how about just mandating (world wide) that all roof tops be white. Perhaps that can offset the disappearing ice on the Artic.
