what if you are afraid a rich X is tracking you? is there a way for me to tell if there is a tracking device on my car?

Yes, there are ways to determine if a bug is on your car, but if he's "rich" and can find someone who knows what they are doing, you won't find it easily.  There are passive gps trackers that can be hidden on the car and record your routine, then can be activated to transmit the data.  The gadget is the size of a postcard and isn't that expensive.
