It depends: are they both enjoying the moment, or is one feeling pushed?  IS there some pressure where you live on kids to become sexual too early?  Did it look relatively innocent, or relatively sexual?

Ten year olds are not ready to handle the emotional or physical pressures of real dating.  A lot of kids at this age will "go out" with someone, but it usually just means talking to each other at recess.  Anything else is really too early.

If you are older, or are in a position of some authority or something, you should speak to the kids or to an adult in charge.  This could be leading to something that isn't so healthy for them.

several years ago it would be taken as an innocent gesture.  Today, with all the glorification of s*x on Tv, movies, books, cartoons, schools, churches and right out on the street, kids are growing up far to fast for their own good.  How can you blame the kids or even the parents when most of the kids today are being bombarded by s*x from all directions.  I've seen 3 seven year old girls standing along the highway flashing the traffic as they went by.  I blame society as a whole for allowing all that trash to be publicized.  They can't even sell a used car these days without some half naked chick standing by it and our leaders don't have the guts to do something about it..
