Assuming you're winning the game, if they doesn't move after a long period of time, the odds are he/she has left the table. You can type a message to them politely requesting that they make a move, and if they refuse to answer or move, then (assuming you're the one in control of the table) you could simply boot them, if you wish.

I also recall this happening to me, and even though the game was untimed, I seem to remember that after a few minutes the game told me, they were not responding/had left, and the game was automatically awarded to me :)
