What kind of insect is this?

It looks very similar to the head of a dandelion flower--you know, the flowers that you blow to make a wish :-). Its body is circular, like a thin, transparent ball of cotton with silky fibers or a circular spider's web. I see these bugs floating through the air as I drive. These are definitely bugs, not parts of the flower blown off, as you can see their legs and other body parts if you catch them.

FYI: It's NOT a baby spider that is attempting to "parachute" away, like some others have suggested to me before.

  1. I think it's a woolly aphid.

    It floats down from trees.

    But it would be easier to tell if I knew where you lived.

    Anyway, here's a picture...
