    It's 3 words, but it is 18 letters. It was an attempt by FDR to raise the number of judges on the supreme court from 9 to 12 after the Supreme Court overturned the original new deal act. He wanted to install judges that were favorable to him to create a majority. After he made that threat, the Supreme Court upheld the second new deal act. It was virtually identical to the first one, but they found some small difference and made up some BS reason why that was OK when the first one wasn't. It's one of about 3 or 4 classic constitutional crises that were resolved politically, along with Marbury v. Madison and U.S. v. Nixon.
