I hope you do not see this as being a wise-*** answer.  The industries that build evacuated tube, solar thermal hot water heating will be the biggest beneficiaries.  Every business that uses them will  or may benefit from them to some degree but not nearly as much.

The suppliers to the tube, solar heater industries will benefit more than the buyers of them.  These of course are glass suppliers, insulation suppliers and pump suppliers.  Suppliers of the small electric and electronic switches that have to be used will also benefit.
