What information does someone need to call me from Mexico?

¡Hola!

A friend came to the United States from Mexico, went on a vacation back home for a week, and then emailed saying he cannot come back. I need to know what information I need to give him so he can call me.

I know I give him the area code before the telephone number, but since he's in Mexico do I have to provide him with an international and country code also?

If so, what are they? [For the United States]

ALSO

Who would have to pay long-distance call fees if we spoke over the phone?

The person calling or recieving the call????

  1. when we (in the US) dial an international number, we must dial 011 first, then country code, then number.  Other countries calling the US dial 001, then area code, then number.

    the call is charged to the person who initiates the call.
