What informtation do I need to start a recycling program in my city?

I want to start a recycing program in my city for my Girl Scout Gold Award project. The first big step I want to take is to bring it up at the next home owners' association meeting. Does anyone know what information I need to present to them for them to consider it, or how I can get this information? Thanks!!

  4. I would research the different avaliable services in and around your community, i.e. the company known as Waste Management. Then I would probably go around, talk to people and petition and if you get a good number, i.e. 51% of the population in your community, then I would go to a local town hall meeting and hopefully be persuasive enough to get the local government to form a plan and use tax money instead of specific individual's money for the recycling.
