What is 02 charge for MHSM on my Walmart receipt after buying auto supplies (fluids)?

Does anyone know what this is? It has happened twice now. I noticed after the fact the first time and didn't worry about it but I see it is again on my bill. What is this 2 cent charge? I am guessing an environment tax of some sort but I googled and cannot find anything. Could anyone please advise? Thank you.

The enviro tax levy on drinking bottles is to help fund the recycling programs. While these containers make up a large portion of recyclables, the levy on those products in fact funds the recycling costs of other products such as newspaper, cardboard, tin cans, plastic containers, etc.
