What is 'Cartea Negra'?

Can't find what Cartea Negra means. From the context it is used in, it has a negative connotation along with tsunami, Chernobyl and war. I couldn't find the exact meaning but I'm thinking it may refer to the Black Book made by n***s in WWII that compiled names of British prominent figures to capture and arrest had the invasion of Britain been successful. Any Ideas?

  1. It does translate from the Romanian as "Black Book" published between 1946 and 1948 and deals with the Holocaust.
