It's when a baby is born and the mother changes her mind about wanting the baby, so the doctor takes a pair of surgical scissors, stabs the baby in the back of the neck and kills it ! Her approval rating is not 80%, it is much lower.

It is not hard to have surplus budgets in an oil economy right now. Every place that sells oil has them, even the stinking Sudan.
