What is 'scenario method statement' in HVAC or electrical commissioning of buildings?

Thats a new one on me--- It sounds like fancy talk for a "functional spec." or "operational descritpion" . they're basically a description of how the system will operate under different conditions/situations. EG in fire situation the Air Con unit will shut down, and drive dampers to certain positions to minimise spreading of smoke etc,

It also sounds like fancy talk for a "work safety method statement" which is an annoying, ridiculously long document some job sites require, that lists EVERY type of task you have to do, and all the potential hazards, and how you're gonna safely avoid them (load of c**p in reality)
