What is 'systematic discrimination'?

i'm reading an article and writing about it. it talks about s*x discrimination/harassment and mentions a few times that it has gotten rid of 'overt sexual discrimination' but not 'systematic discrimination' .....and i dont what it means by this.......do you?

Example:   IN a certain company, senior management is primarily male, with few women rising to the top.  Policies are developed by the senior management (male).  You have to start in a labor position to move up the ladder, and labor positions require certain physical characteristics (set by male managers).   Nobody is expressly saying..."We don't want a women in the Senior Management."  But step by step, throughout the process/system, roadblocks keep women from getting there, and the cycle continues.

We are concerned now with the kind of discrimination that involves social injustice. With this sort of discrimination, either the criteria being used are not a proper basis for admittance, hiring, compensation or promotion or they have the same systematic effect as such criteria. The improper criteria to which I am referring are usually racial or gender classifications, though they could relate to religious, political, or sexual orientation.
