    Many phones have 3G enables, your best off looking at the phone you like and looking through the specifications to see if 3G is enabled, most of the mid to high end market phones have it. Usually £150 plus on pay as you go

    Can you only get it on phones?

    Could be put into other products which had an antenna, sim card and the internal software as it is used mainly as a telecommunications standard but as I know of hasn't been done.

    If it can be on iPhone can you put it on iPod touch.

    No as the iPod touch doesn't have an internal antenna to receive the data and sim card.

    Does it cost money to put on?

    If it's already on the mobile phone then no but can be costly to use, eg Video Calls, Internet Access. as previously mentioned the iPod touch can't use this service
