Its deffinately not legal at any time.

I heard that the 420 refference was do to a rebellion to it being illegal that happend on april 20th where there was a gathering of users of the drug protesting it.

After that it became a tradition to rebel the ban by smoking on april 20th and eventually it worked itself to the hour of the day somehow.

It's not legal, as much as it's basically the designated time to smoke pot. At some high school, everyone would meet at this big field or something at 4:20 p.m. to smoke, because thats after school got out. Ever since then it's just been the time to smoke, but it's always not legal.

that is the day that NORML set as a protest day to legalize pot and they would like everyone to set up events ( and hope fully not get busted lol ) of their own to coinside with there protest

No, it is just a cultural day for pot smokers.  There is a lot of pressure to legalize marijuana but it isn't legal any day of the year, at the moment.

Pot is definitely not legal on 4/20.  I've heard that it originated from cops calling an arrest involving pot a code 420, but that might just be an urban legend.
