This is a ticket, or pass that allows one to travel within a geographic area in the U.S. The zones are north to south, so your travel is limited east to west. If you are staying within the region or zone it can be a good deal, but if you are traveling say from coast to coast and only taking one or two trips it is cheaper just to buy a ticket.
