If you are referring to a job that requires that as one of it's duties I think it's a slight typo. It should be "Over see composite reels and their distribution".

I would understand that to mean to coordinate the distribution of the reels. Composite reels would be several film reels that are later combined one after the other to make a continuous film. Composite mean several parts that make up a whole.
