She started her reign with enlightened ideas, she even thought about freeing the serfs, but she became more reactionary as time went on, and the serfs were never freed, she was much more conservative in later life.

In her personal life, she had a weakness for attractive men and had a number of lovers, she also had a passion for extremely strong coffee.  I don't think I would exactly describe those as shortcomings though.
