What is DDT BHC and if 40 years old BHC is thrown openly near human population, how it will effect human?

DDT was never proven to negatively affect humans. They used to spray it in public places with no ill effects for a long time. When it got banned it was because of the negative effects on the bird population, not negative effects to humans.

BHC is not something I know much about however.
