  2. A Fixed Base Operator has a concession from the operating authority that runs the airport.  There can be more than one FBO at an airport; usually in small towns and rural settings, the FBO is also the owner or governing authority.

    An FBO has the legal concessions to sell fuel, supplies, and aircraft rental and instruction, and sometimes to run a restaurant or snack bar, sell real estate, broker airplanes, or almost any conceivable service.

Back in the old days of Barnstormers, some people would sell tickets for rides, aerobatic performances, etc.  They would collect the money, and then leave town in the middle of the night the day before they were to carry through with whatever they had promised. These un-trustworthy operators became known as "fly-by-night" operations.  

       The honest, upstanding airport service providers who had a "fixed base" where they could always be found became known as Fixed Base Operators (FBO's) to differentiate themselves from the Fly-By-Night ripoff artists.

  6. FBO: fixed based operator.  Is a small Ground handling company many with their own terminal to handle the small jet aviation (private) business.  Few also have fuel available for sale.  Normally not used by scheduled regular commercial carriers.  The FBO terminology I have only seen it in the USA and maybe Canada, nowhere else.
