And do they need my persona info too? Why do my Marine stationed in Japan need to ask me the addy of hospitals, police station and fire station here, what for are those? He will be coming here in Philippines in two months.

Generally they shouldn't need your personal information unless his command needs to run a background check on you for security purposes.  ForcePro is short for Antiterrorism/Force Protection.  It's basically planning on there being a disaster ahead of time and having all the pertinent information at hand rather than not planning for a disaster, there being one, and not having the necessary information.  If he's asking for addresses of hospitals, police stations, and fire stations, it's because he wants the contact information for emergency services should the need arise.  Quick action and ready information can mean the difference between life and death in an emergency.
