What is Gallery Featured Fee on ebay?

I recently started selling some stuff on ebay since I really need the money because my chihuahua is sick, I need to buy him his medicine asap! Unfortunately, on one item I see I got charged $19.95 for posting it using "gallery featured fee". not "gallery fee" which is .35 I don't even know what "gallery featured fee" is. I have a big headache now because I'm really in a financial crisis and my dog is sick. I really needed the money. I was only supposed to be charged like $17.00 of fees. What can I do? I wrote ebay but I'm not sure if they'll really help.

The "featured" option makes your listing go to the top of the search in the featured section.  I'm guessing the featured gallery is featured, with photos, which definitely would be more expensive.
