they are trying but the countries are VERY VERY slow on getting those files moving.. my aunt and uncle jus came from india.. i live in the US... the people they are sending out are people who are well educated or poeple who hav family members in that country.. like mine.. it was brother sister file.. but if your well educated.. they will get u a test... u pay them money.. and u get visa to canada.. thats how my cousin got there... and they make alot of money... its very confusing how it works.. but indias trying.

Some one has suggested to move over to Canada.

Jaffna Tamils are already there. All of them are illegal immigrants except for a few.They hate Indians. It is inborn in them.

Immigration to any other country as suggested by another answerer is not that much easy.. Visiting such countries was also made impossible or difficult for the Indian nationals,

because of the Jaffna Tamils and their entry into various countries with a camouflage as refugees from Sri Lanka.

Foreign countries are strict with Indians' entry , as they are

confusing Indians with the Jaffna (ethnic) Tamils of Sri Lanka.

So far from what I know the government is educating the village people to have less children for their own good and these days mostly families prefer to have 2 children as opposed to many like previous generations so definately this is helping and government is also teaching family planning in rural areas but I 'm not sure of the results. Compared to the previous times the growth rate is sure lower I think.
