I think that Israel is waiting to see who wins the election in November. They won't act with impunity without consulting a sitting U.S. president.

They are waiting for the end of elections. There are many ways to deal with Iran - diplomatically, economically and militarily. Decaying cadaver McCain would be a disaster for everybody , of course, including Israel

Iran does not recognize Israel as a sovereign nation.  Since in Iran's view Israel doesn't exist, negotiations between them would seem to be impossible.  Once Iran rectifies this oversight, Israel will be willing and able to negotiate.
