Java is a computer language.You can say one of the popular and still emerging computer language.Yes you may need the JRE for various web applications.

i would'nt be without Java because of the many ap's that require us to use Java and it's sure not going to hurt your computer to down-load it.

Java is a programming language.  Java programs require the Java Runtime Environment.  This makes them platform-independent.

You do not need the Java Runtime Environment if you do not plan on running any Java programs.

you will probably need the java run time environment to be loaded in order to run some web applications.

you don't need it - and if you do eventually need it to run some app, you will be prompted to download it.
