    I think you are asking about JALEBI, it's actually an Indian dessert.  Sticky, crunchy and delicious!  It can range from pale yellow to bright orange in color:

DSK 1015 is right, I am a former chef and often get a few when in Little Indian here in Toronto Canada, they are a lentil and rice flour dough that is like an american funnel cake allowed to squirt into the hot oil and swirled, after they have drained they dip them in a sugar syrup for a bath, I have seen them in the neon orange colour and in Singapore they had yellow and green with pandan flavouring in them.

    I get 2 or 3 they sell them by the pound at the sweet shop I go to, like a sweet and sticky sugary pretzel.

  3. It's a chain of Filipino fast food joints.  They are pretty good too.
