  1. Jewelers Block insurance is commercial insurance that you need to purchase through an insurance agent, you cannot purchase commercial insurance on the internet as far as I know.  It is for theft of the jewelry, normally in a store, I don't know about theft during shipping.  You don't send it THROUGH insurance, your would send in normally (Post office, Fedex, UPS, whichever you prefer or that is available to you) but make sure it is insured for the replacement value of the items.

  2. It is a type of insurance - if you're a jeweler, you can buy it, but there are severe limitations when you're shipping through a third party.  If you're out of the USA, it's even more limited, as in some countries the postal service is so corrupt, you're pretty much guaranteed it won't get there.

Premiums start at $500.  You'll need to talk to your insurance agent in order to get a quote for coverage, if you're even eligible.  It's not a coverage you can buy over the internet or by yourself, you have to go through an insurance agent.  Because of that, you can't get the whole info on the net.
