  10. Its both, the law protects the citizens from the institution, it gives rights and prohibitions to the citizens. It is made by the people through legislation, and therefore also makes the state, the state upholds the law. Its basically a triangle, where one holds up the other, the three are needed, when one of the three sides is broken, there is a trepidation of rights.  It really isnt against the people, as the people choose, it might be against a certain few, but not against the majority of the people, as they choose it.

  15. See there is three organs for ruling the people organized for law residing in a specified territory .They are legislature ,Executive and Judiciary .Legislature is the law making body expressing the will of the people ,Executive is for executing the law ,Judiciary is for interpretation of the law in its correct perspective and for enacting law in its correct application .Another important organ is the fourth estate that is the mass media for information and for educating the people for forming the will of the people in general . By interpreting this way we come to the conclusion that Law is for the people for their peacefull co existence organised for law inhabted in a territory .So law is called the law of the land.

While accepting the law of the the land the will of the mejority is expressed through the legislation. As such the argument law is of the people .for the people or against people have some sort of implication on the basis of mejority and minority .Here the judicial interference gives an equillibrium application of law representing the interst of every one .Then also we have to admit the fact that law is for the people .
