If a job in the computer science filed asks for good logical reasoning skills what are they exactly talking about?

Typically they want to know how well you translate written (or oral) instructions into a computer program.

Alternately, they may be asking about your knowledge of Boolean logic but this probably isn't what they want to know.

Usually, by logical reasoning they're meaning problem-solving skills - given a set of requirements, develop a process for satisfying them; analyze a misbehaving process to determine a fix; etc.
