MPEG-4 is a type of video codec.  MP4 is currently used a lot for AVCHD video compression.  A video in the MP4 format is compressed tighter than the same video in the HDV codec.

MPEG4 is also being used for High Definition Tv and Video whereas standard definition TV and DVD has used MPEG2 for digital transmission (satellite and DVB-T) and DVd disc encoding.

Simply, it's a "COmpression and DECompression" system - a codec. MPEG4 is much more efficient than MPEG2 in general - as you can see if you record and play back HD video using a AVCHD camcorder. It's amazing technology.
