It is a fake. Simply already by one fact: NASA does not use Rainbow codes.  

It is not true, NASA does not have anything to do with mass lobotomy (that is the job of hoax sites) and when thinking about it, you even wonder who should believe it... Only people after a lobotomy might believe this - and these have not to fear a lobotomy anymore...

Remember: NASA is not responsible for domestic security. They are actually responsible for international insecurity, when thinking about it.

As for VLF and cell phone towers, I guess people have never considered that VLF can be modulated upon a RF microwave carrier without being noticed within the host system; thus, bypassing the need for "huge" antenna networks.

"Project Blue Beam" is a hoax, a conspiracy theory, and you'll find no reference to it on any credible web-site, such as a government site, an educational site, or NASA's own site.  

However, you'll find plenty of references to it on youtube, geocities, rumormillnews, aol, thewatcherfiles, etc ... all of which are not typically accepted as credible references for legitimate and/or scholarly work.
