What is Oakland, CA doing to reduce global warming?

We've seen what San Francisco is doing in order to reduce global warming (ex: solar panels *federal building*, muni hybrids, etc), but what is Oakland doing to go green? They are the 4th cleanest cities.

California is driving businesses out of the state with ridiculous bans and taxes. Fewer jobs means less pollution.
