What is Obama's idea of civilian national security force?

I think the poor idiot was trying to say that instead of using our military to protect us from foreign invaders, we should rely on our civilians in foreign countries (diplomats, peace corps volunteers, etc.) to prevent anybody from wanting to attack us in the first place.  And that these civilians constitute a sort of "force" to protect "national security".  I guess "kill them with kindness rather than weapons".  I really don't think he meant a national police force for security from domestic enemies.  The context of the statement really doesn't support that interpretation.  Although I find the idea kind of funny.
