  1. My husband is the EHS coordinator for a commercial wind turbine site.  The on site stuff is all the things they handle "on site."  That can be everything from dealing with something in a persons eye, someone injured climbing a tower, safety equipment (including food, sleeping bags, emergency heat) for the titanic snow storms they get up there.

    Off site emergency plans are coordinated between the wind farm, and local emergency services.

    That can be everything from the local sheriff being fully aware they MUST show up in 4X4 vehicles if the police must be called.  Showing the inside of the wind turbines to emergency personnel, like fire and rescue.  They must be familiar with how to rig up, to properly/safely climb a wind turbine if they have to assist with the rescue of a worker.

    Letting fire crews know what might, and might not be dangerous at the wind farm, should a range fire burn through.  

    It means have coordination with the local airports, if the electrical grid ever goes down, and the red lights on top of the turbines are not flashing (warning for airplanes) so they can direct all low flying aircraft away from the wind site.

    Every job for EHS is of course different, and brings it's own set of challenges.

  2. IT largely depends on the site you manage.

    For instance, our On-Site plan for one facility had to deal with the potential for fires, flooding, worker related accidents, toxic  gas releases, Security breeches, earthquake preparedness, etc.

    Fore each building at the facility the usual routine of determining fire escape routes, marking those routes, Emergency gear like lifes for getting people down stairs, access and exits for the disabled, defibulator units, first aid kits, fall out shelters, earthquake fault zones on a site map so all knew their vulnerability, a command vehicle to be dispantched to the building or site of the problem with radio's to contact local authorities, etc...etc.....It gets pretty intense and involved with on site preps.

    Off sight would be say radio frequency coordination with off site fire departments, police, rescue helecopters, Alternate landing zones, alternate escape rounds to get off the premesis if there's barbed wire, fences, towers, etc....taking into effect the possibilities of sunken ground along the faults. It also involves your connection to the community as well if near residential. Considering traffic patterns off site and how that might back up evacuations, emergency radios or alternative backup power supplies to run communications and equipment. Nearest medical facility or treatment center. Some coordination with the same if there's specific hazards like black widow bites, toxins, radiation, burns, chemicals involved in the injury.

  3. On site refers to on the property of the company.  Off site refers to the surrounding area.

    Ex. Exxon Valdez - emergency plan to evacuate the ship is on site. emergency plan to clean the sea life with Dawn is off site.

    Ex. Nuclear power plan on site plan would include shutting down the system and evacuating employees, off site would be evacuating the neighborhood.
