How often should there be a pick up for recycling Fluorescent Lamp?

PA follows the universal waste laws which means that CFLs are to be recycled and if a business cannot be held on site for more than 365 days. A residence will use the local recycling/waste firm to manage these. perhaps the local landfill or county EH department.
