  1. I would use a PVA glue, watered down a little so that it is thin enough to paint onto to chipboard.

PVA is the most common sort of woodworking glue on the market and is sold under hundreds of different brand names.

This will form a protective barrier to chipboard, to which you can attach your veneer.

  2. A sanding sealer is generally a finish with stearates added to it.  Stearates are metallic soaps.   It allows the finish to powder up easily when sanded.   That's the good news.  The bad news is that it reduces the strength & water resistance of the final finish.  When subjected to impact (say a dropped object or bump), it will powder up and turn white, and this occurs at the lowest level of finish.

You can use any finish as a sealer -- that is, the first coat of any finish is a sealer.   Not sure of what you are trying to accomplish or what your melamine's substrate is, but I'd recommend not bothering looking for something called "sanding sealer".

  3. Sanding sealer is the first coat put on wood before the final coats. It is necessary if you are going to edge the sheeting. It may impede the glue anyway.
