  2. even par is "scratch" So scratch stroke play would insinuate that everyone is an equal golfer from the start.So, no handicaps and what you shoot is going to be your score turned in.No adjusting of scores at the end to make up for experience and put it on a more even playing field.

Everyone plays even with no handicap strokes given ie what they play on the professional tours, in college golf and in high school golf.  A player with a zero handicap is said to play to "scratch", thus a tournament that does not use handicaps is known as a scratch tournament.  It could be stroke play or match play, but in your case I guess it is stroke play.
