What is UDPP (although I know its some makeup thing)???

sorry it seems a lit stupid question, but I have been watching some makeup videos on youtube and lot of people say that there are using UDPP as their eyeshadow base ?

I am confused that what do they mean by UDPP?

it's a primer potion.. it's for eyeshadows.. my sister says it actually makes eyeshadow last longer..
