All vehicles that are used on the roads and highways need to have seat belts..........

You'll be ticketed if your caught not wearing a seatbelt.

You can find the law in the WV DMV handbook which should be in the dmv's website.

When I lived there all front seat passengers and the driver must be seat belted and all minors in the back seat.  The driver will get a non moving violation that will put points on insurance and license.  It was passed...  roughly...  10? years ago.  I know thats not an exact date, but may help you narrow it down.
