  1. Depends on what you are playing.

Offense - it is a set call.  The numbers indicated the height, placement and timing of the set you are going to get.

I have also seen blockers use it to call how and where they are going to block along the net.  This lets the people know where they need to be on defense.  But I have mostly seen this done in doubles, triples and quads.

  2. A 2,3,4 and 5 ball in volleyball are types of sets, that your outside, middle or rightside hitters can attack.

  3. Most players refer those numbers to the height of the set (or how many "balls" high above the net). 1 for quick set, 2 for higher "half-quick" set, 3 for "shoot", 4 for a regular spike, and 5 for the highest possible set (for a powerful "desperate" spike).

In west coast, 1 and 2 are the same quick in front of the setter, 3 is for back-set-quick or slide, 4 is for #4 high spiking, and 5 is for #2 high spiking. Normally you hear the hitter at the right hand side call "5 ball" while the one at the left hand side call "4 ball", while the one running middle would call "2..2!!"

There are other systems that would divide the net into 9 parts and call some plays such as 51 (quick) or 15 (high #4) for different spots and heights.
