  1. i think the term or word you are looking for is  "touts"  the noun being also the verb, which is a very old race track parlance, used by the punters to describe a person who talks up a horse, quietly to s small group of people, in hopes of you purchasing for him a ticket on said same horse, or better yet, you as the bettors give the touts, cash money.

some touts were very good at spotting a unseen by the general betting public the small nuances that would for-tell of a horse almost always exceeding 10 to 1 odds about to offer up a highly superior performance. occasionally at the t breds but more often at harness tracks, as the pacers and trotters have warm up laps and a warm up mile, which could offer up a clue as to an unexpected better and hopefully winning effort. sometimes it could also be a change in equipment such as blinkers on, or a different shadow roll or a head pole, added. the most common occurring at least at the harness is a horse who has a normal pattern warm up mile of say 2:30 to 2:40, who instead has a final warm up of say 2:20 with the final quarter in 30 seconds.

the touts is the diametric opposite of the " phone booth indian ", which is another question and more colorful answer all unto itself.
