What is a Cinderella issue in stamps?

I have seen many stamps that comes as cinderella issue? What is it mean by Cinderella issue? Is that issue an official issue of the country and accepted by Stanley Gibbons and scottt catalogues?

  2.   A Cinderella issue is a stamp issue that has not be issued by any official stamp issuing authority, or goverment. These include souvenir sheets issued at shows, and stamps used in advertising products. They serve no postal or revenue purpose and are more for either show, good use, or to rip off collectors by miss re. (Bad Use),presentation ie. I bought a set of Harley Davidson Stamps for my Wifes Motorcycles on stamps collection, fine a lot of countries issued these, however Haiti, was not one of them, the stamps are Cinderella's that's ok, but they were sold as Haiti new issues not yet listed in Scotts. This is fraud and illegal I hope this helps
