The D-pad is shortened for "Directional Pad" Its the Plus sign looking button on the left of the controller, to the right a bit from the Analog stick.

For SSBB, all the D-Pad is used for is to taunt your opponents, each character has 3 different taunts they can use. (Up&Down share a taunt, then a different one on each Left and Right)  Taunts really do nothing except well...taunt.  There's no bonus awarded for it, and it will leave you open to an attack for a second or two.
