The term "converter" is generally referring to a video encoder that has been stripped down to serve those who are not very proficient with video encoding techniques.  Essentially the function of a converter is to take a video file that may be to large or unplayable on a device and convert it to the desired size and format using easy to use controls.  The DIVX package includes a VERY rudementary converter that will convert almost everything and offers a drag and drop interface.  DIVX is a video codec that takes advantage of MP4 (Mpeg Layer 4) compression technology.  When properly implemented it is capable of compressing video files that are several GB (Gigabytes) into considerably smaller files, most notably it is used to make 4.7GB/7.4GB DVDs fit into a single 700MB file.  DIVX isn't free but it isn't the only MP4 codec, XVID is similar and free and offers all of the same functions.  It woud take pages of writing to explain all of the video formats available and what they can and can't do the best way to get a lot of information about all of this is to visit doom9.net.
