What is a FBI Red Card?

I ran into some guy the other day, who, after a few drinks, said he had "his red card with the FBI". He eluded that he was somehow connected to the FBI with this card. What is this? Is it real, or was he blowing smoke?

Found this in a news story:

"In March 2002, a red card was attached to this file which means that I was a top wanted suspect," he said.
