  1. In the USA, the green card is also known as the permanent resident card. Essentially it's a form of ID issued by the US Department of Homeland Security to foreign nationals who are authorized to reside and work in the USA without limitations on the length of their stay. The card is portable, government-issued proof that their presence in the US is legal and does not require them to carry their passports around like other types of aliens are required to do.

The step "up" from having a green card is US citizenship. To have been a permanent resident, or green card holder, for a minimum of 5 years is one of the primary requirements to apply for American citizenship. The 5-year requirement is reduced to 3 years if you got your green card by marrying a US citizen.

The American green card is comparable to the Australian "permanent visa" (subclass 100).

On the green card, I suggest you read these two pages:

By the way, the card is no longer green these days. It used to be green back when it was first issued after WW2. Today it's a butter/beige color.

  2. In Australia (I am writing from South Australia, but believe that it is Federal legislation), it is an Occupational Health & Safety Permit to be allowed to work on building sites mostly, but excavation sites also.

I believe that what was previously the Green Card (for Australia), has changed and is now the White Card. If you speak to an employment agency, who specialise in recruiting workers for these areas, they should be able to bring you properly and fully, up to speed.
