A kampung is a village community(where, usually, everyone knows one aonther) away from the main town....While a village may have a "headman" or leader,  it shares the utilities and infrastructure with the main town, and is managed by the main town council.  Since many Malaysians go from the rural areas(where the kampung is situated) to the town to seek employment, "kampung" is often referred to as "home".  During long public holidays, Malaysians "balik kampung" or return to kampung, i.e.  "going home".

  7. The term kampung in the English language has been defined specifically as "a Malay hamlet or village in a Malay-speaking country" . In Malaysia, a kampung is determined as a locality with 10,000 or fewer people. Since historical times, every Malay village came under the leadership of a penghulu (village chief), who has the power to hear civil matters in his village. A Malay village typically contains a "masjid" (mosque) or "surau" (Muslim chapel), stilt houses and paddy fields. Malay and Indonesian villagers practice the culture of helping one another as a community, which is better known as "joint bearing of burdens" (gotong royong).  "Gotong royong" is the concept of doing things together and helping each other in the spirit of "muhibbah" or goodwill. Others call it Corporate Social Responsibility (CSR) or Corporate Citizenship.  The people are also family-oriented (especially the concept of respecting one's family [particularly the parents and elders]), courtesy and believing in God ("Tuhan") as paramount to everything else. It is common to see a cemetery near the mosque, as all Muslims in the Malay village want to be prayed for, and to receive Allah's blessings in the afterlife.

    The court of a penghulu, or Malay village head, has the power to hear civil matters of which the claim does not exceed RM50, where the parties are of an Asian race and speak and understand the Malay language.  The Penghulu Court's criminal jurisdiction is limited to offences of a minor nature charged against a person of Asian race which is specially enumerated in his warrant, which can be punished with a fine not exceeding RM25.  In Sabah and Sarawak, there are no Penghulus' Courts, but there are instead Native Courts having jurisdiction on matters of native law and custom. The Court for Children, previously known as the Juvenile Court hears cases involving minors except cases carrying the death penalty, which are heard in High Courts instead.  The Special Court was established in 1993 to hear cases of offences or wrongdoings made by a Ruler. A Ruler includes the Yang di-Pertuan Agong (King), the sultans of monarchical states in Malaysia, the Yang di-Pertua Negeri, and the Yang di-Pertuan Besar, ie: the head of states of Malaysia and its component states. Prior to this, a Ruler was immune from any proceedings brought against them in their personal capacity.
