Merkel doesnt have much of a direct role in EU reforms.  It is much more of an indirect relationship.  She is the chancellor of Germany, which means that she can influence decisions  through Germany's EU counterparts.  If she is still their ruler when Germany has the EU presidency again, she will have much more direct influence.
